IDENTIFICATION AND MANAGEMENT OF RISKS IN THE CONSTRUCTION OF ENERGY INFRASTRUCTURE DAMAGED AS A RESULT OF MILITARY ACTIONS

Abstract

Today's instability, caused by a full-scale war, affects all aspects of life in Ukraine, creating unprecedented challenges and forcing the nation to adapt rapidly. Among the critical aspects essential for ensuring the well-being of the population, energy supply stands out as one of the most vital. In the context of the ongoing military conflict on the territory of Ukraine, energy infrastructure has become a primary target of air and missile attacks, resulting in severe economic, social, and security repercussions. The widespread destruction of energy facilities, particularly since mid-2023, has highlighted the urgent need for their restoration and protection. The rebuilding of energy infrastructure throughout Ukraine has thus emerged as a national priority, requiring innovative management solutions to safeguard these critical assets. Addressing the risks associated with the reconstruction process necessitates a systematic and comprehensive analysis of each stage of decision-making and implementation. Identifying these risks and developing effective strategies to mitigate them is now an urgent issue demanding a structured, multi-faceted approach. This study explores the primary risks that may arise during all phases of reconstruction, ranging from damage assessment and restoration needs to the design and commissioning of new energy facilities. It considers both physical risks, such as continued military aggression, and non-physical risks, including financing challenges, governance decisions, and the influence of social and political stability. Additionally, the paper proposes a range of risk management methods aimed at minimizing potential threats and ensuring successful outcomes. The focus is on the restoration of energy systems in post-conflict zones, with particular emphasis on the importance of efficient organizational processes. By examining practical examples and highlighting key risk management strategies, this research provides actionable recommendations for stakeholders involved in rebuilding Ukraine’s energy infrastructure. These insights aim to contribute to the development of a resilient and secure energy sector capable of supporting the country’s recovery and long-term stability.
