MULTIFUNCTIONALITY OF SMALL AGRICULTURAL ENTERPRISES: FEATURES, PROBLEMS AND PROSPECTS
Abstract
The article examines the essence of multifunctionality of small agricultural enterprises, identifies the key problems that impede the implementation of this concept, and assesses the prospects for their solution. The purpose of the article is to define the essence of multifunctionality of small agricultural enterprises, to identify the problems and to assess the prospects for their development. The author substantiates that agriculture performs not only traditional production functions related to the production of food and raw materials, but also a number of socially important functions, such as preservation of cultural heritage, formation of rural landscapes, ensuring ecological balance and promoting rural tourism. The specifics of the functioning of small agricultural enterprises in the context of achieving the Sustainable Development Goals are analyzed. Attention is focused on the close relationship between multifunctionality and increasing production efficiency, developing cooperation between agricultural producers and implementing the principles of a circular economy, which involves minimizing waste and rational use of resources. The role of various institutions and social groups in the development of multifunctional agriculture is investigated and its importance for the successful implementation of the Sustainable Development Goals in rural areas is determined. Based on a survey of managers and executives of small agricultural enterprises, in particular in Kirovohrad region, the study proved that there is a lack of awareness of the essence and potential of the multifunctionality concept. This indicates the need for outreach and awareness raising among the staff of agricultural producers. The internal contradictions that arise in the system of multifunctional agriculture, in particular conflicts between different functions, between different levels of management and between different stakeholders, are considered. The priority of agricultural production as a basic function that provides the economic basis for the development of other activities in the agricultural sector is emphasized. The necessity of active use of advisory services to solve problems related to the implementation of the concept of multifunctionality of small agricultural enterprises is substantiated.
