FEATURES OF THE INSTITUTIONAL ENVIRONMENT AND INSTITUTIONAL CHANGES IN THE EXISTENCE OF THEIR INTERCONNECTION WITH ECONOMIC POLICY
Abstract
The theoretical foundations of the institutional environment in the context of the evolution of economic science and the need to take into account its features when implementing economic policy in modern conditions have been studied. It is noted that the institutional environment and institutional changes are primarily interconnected with state policy, that is, on the one hand, through economic policy in interaction with other types of state policy, an impact is exerted on the change in the institutional environment, and on the other hand, the process of functioning of the economy and economic policy in interaction with other types of state policy are influenced by the existing institutional environment and its evolution. It is noted that the algorithm for implementing institutional changes has the following form: under the influence of the information and knowledge received, the existing environment, cultural characteristics, historical memory, life experience, etc., there is a change in mentality, values, worldview, moral, psychological and emotional states as institutions, which can positively affect the behavior model of people (economic entities) and their activities (actions), and therefore - on the process of functioning of the economic system, socio-economic development in general (improving the functioning of the startup ecosystem and the activities of socially responsible and innovatively active businesses, the formation of civil society, improving the legal system and the system of public administration, the development of culture, education, science, etc.) and the level of well-being of citizens. It is indicated that one of the problems that arise when implementing economic reforms in developing countries is insufficient consideration of the factor of institutional changes and, above all, the influence of informal institutions. Governments, should develop and implement state policy (economic, social, humanitarian, information, marketing and branding policy, etc.) taking into account the characteristics of the institutional environment, the dynamics of institutional changes, and the specifics of the culture of society.
